 David Halbrooks is Of Counsel to Maistelman & Associates, LLC.

David Halbrooks has served the Milwaukee area in various capacities over the 15 years; as an Assistant City Attorney, a long-time member of the Wisconsin State Elections Board, and as a Municipal Court Judge. As a City Attorney, David helped close down drug houses, clean up problem properties, and correct a multitude of other public nuisances. He was instrumental in closing down the Cobra Club, which adversely affected surrounding neighborhoods and was directly responsible for hundreds of hours of police time. He also drafted a city ordinance, which passed unanimously, that enables Milwaukee to charge property owners for the cost of excessive police services based on the number of calls from those properties.

David is a three-time graduate of the University of Wisconsin: a Bachelor’s Degree in Urban Studies, a Master’s Degree in Urban Affairs from UW-Milwaukee, and a JD from UW-Madison. The University of Wisconsin-Milwaukee honored David in 2001 by selecting him as the Scott Greer Award winner in 2001 for post-graduate contribution of urban affairs. He was also honored by the Milwaukee Business Journal in 1998, being named one of the city’s “40 Under Forty,” Milwaukee’s Leaders for the New Millennium.
